Fall-protection regulatory and RAVS crosswalk
Fall Protection · Online knowledge course resource v1.0.0 · October 21, 2026
Two worker knowledge tracks are provided. They have separate identities, thresholds, trainer/inspection wording and records. Introductory coverage does not authorize specialized methods or establish actual system skills. Task-specific instruction is required before any method/equipment outside the reviewed assignment is used.
Construction — all eight 1926.503(a)(2) areas
| ID / provision | Training topic | Core coverage | Actual instruction still required |
|---|---|---|---|

| C05 1926.503(a)(2)(v) | Mechanical-equipment limitations on low-slope roofing | F08 | Actual eligible roofing method and equipment limits/geometry; specialized supplement pending if used. |
| C06 1926.503(a)(2)(vi) | Equipment/material handling/storage and overhead protection | F06, F07 | Actual storage/handling, falling-object controls and safe overhead-protection erection/removal. |
| C07 1926.503(a)(2)(vii) | Employee roles in fall-protection plans | F08 | Actual separately reviewed plan and role; no alternative-plan authorization or infeasibility exception granted. |
| C08 1926.503(a)(2)(viii) | Subpart M standards | F01–F10 | Actual applicable task provisions and system criteria; employer instruction closes specific details. |

| G06 1910.30(b)(2) | Dockboard placement and securing | F08 | Actual board/interface instruction and safe verification before assigned use; core is introductory. |
| G07 1910.30(b)(3) | Rope-descent rigging and use | F08 | Outside this core’s qualification; specific 1910.27 training/arrangements required before assignment. |
| G08 1910.30(b)(4) | Designated-area setup and use | F08 | No method authorization by core; actual eligibility, setup/use and user training required if adopted. |
Process and evidence distinctions
| Topic | Construction basis | General-industry basis | Pending employer evidence |
|---|---|---|---|
| Scope/common edge trigger | 1926.500; 1926.501(b)(1): 6 feet or more | 1910.28(b)(1)(i): 4 feet or more | Exact industry/task/jurisdiction and allowed protection; no universal threshold. |
| Surfaces, holes, dangerous equipment | 1926.501(a)(2), (b)(4), (8) | 1910.22; 1910.28(b)(3), (6) | Actual surface support, holes, lower hazards and protection even below a common edge threshold. |
| Trainer/understandable instruction | 1926.503(a): competent person qualified in relevant areas; OSHA training policy | 1910.30(a)(2): qualified person; (d) understandable instruction | Actual subject capability, authority/qualifications where required, suitable language and timely trainer access. |
| Personal system compatibility, anchors and clearance | 1926.502(d), including (8), (15), (16), (23) | 1910.140(c)–(d), including (11)–(13) | Actual complete compatible system, anchor design/capacity/installation, free-fall/performance limits and clear path. |
| Routine personal-system inspection | 1926.502(d)(21): before each use | 1910.140(c)(18): before initial use during each workshift | Actual manufacturer checks and any stronger employer policy; inspections do not become interchangeable by copying a form. |
| Impact-loaded equipment | 1926.502(d)(19) | 1910.140(c)(17) | Immediate removal, required competent-person suitability determination and manufacturer disposition; no automatic reuse. |
| Prompt rescue | 1926.502(d)(20): prompt rescue or assured ability to self-rescue | 1910.140(c)(21): prompt rescue | Verified scenario-specific method, trained capability, resources/access/communications; no assumed fire-service capability or universal time promise. |
| Training records | 1926.503(b): employee identity, dates, trainer/employer signature; latest certification; specified prior-training adequacy date | 1910.30 itself does not prescribe that construction certification format | Actual completed training/skills and applicable record duties; separate role forms identify which is required versus Academy evidence design. |
| Retraining | 1926.503(c) | 1910.30(c) | Workplace/system changes and understanding/use deficiencies; no universal annual renewal asserted by these base provisions. |
| Restricted methods/specialized work | Roofing/warning/monitoring/CAZ/alternative plan have specific conditions; other subparts govern some work | Designated areas/roofs, dockboards/RDS and other access have specific conditions/training | Separate actual review and instruction. Nets, restricted methods, ladders, scaffolds, lifts, steel, utilities, maritime and project-specific qualifications are not granted by the core. |
| Event investigation/learning | Employer program commitment; 1926.502(k)(10) is an alternative-plan-specific provision | Employer learning/change process plus applicable separate reporting duties | Care and control first; preserve evidence, learn from work design and verify corrective-action effectiveness. |
| Assessment/LMS design | Academy: 80% (15/18) plus all 10 critical correct | Same rule, separate course state and assessment banks | Subject-matter/assessment review, actual LMS/browser/pilot testing; online passed means this track’s knowledge only. |
Five historical uploaded RAVS inputs
The 2022 export mixes examples from multiple industries. Its general-industry edge wording is not used to replace the current at-or-above trigger. Its alternative-plan citation is kept in context. Verify current client requirements separately.
| Input | Area | Mapping | Interpretation/evidence |
|---|---|---|---|
| RAV-1 | Training and records | Both F01, F10; employer training record | Apply competent-person-qualified training and certification for construction; qualified-person training and actual evidence for general industry. |
| RAV-2 | Retraining | Both F10; training/retraining record | Workplace/equipment changes and knowledge/use deficiencies trigger appropriate retraining. |
| RAV-3 | Correct industry/state/task protection trigger | Both F01, F02, F08; task plan | Current 4-foot/6-foot common edge starting points are at or above the stated height; special tasks/hazards differ. Historical multi-industry wording is not universal authority. |
| RAV-4 | Investigate falls and improve plans | Both F10; employer learning/change process | Employer program commitment covers events/normal work; 1926.502(k)(10) has specific alternative-plan context. |
| RAV-5 | Prompt rescue readiness | Both F09; rescue worksheet | Verify actual trained capability, method, resources and access before arrest work; do not assume local responders can perform it. |

The federal regulations are the baseline. Interpretation letters explain their context. Actual manufacturer instructions, drawings, task provisions, State Plan and project/client requirements must be supplied and reviewed before use.
Development sources read: SHP-003 Fall Protection Program v0.2 and the five-question RAVS_Requirements (15).pdf, exported July 22, 2022. The program’s construction base informs this draft. General industry is a separate regulatory track; it is not treated as already approved by that construction program. State supplements, current client acceptance and employer implementation are not established by this bundle. Historical contractor responses/results are not transferred.
