Identify the rules and the limits of this course
Learning objective: Identify the activity, jurisdiction and your assigned role before work.
Blasting work can expose nearby workers as well as the blasting crew. This course teaches workers and supervisors to recognize restrictions, follow site instructions and report unsafe conditions. It does not teach how to prepare, load, connect, fire, recover or dispose of explosives.
Construction blasting is covered by OSHA 1926 Subpart U. General-industry explosives and blasting-agent requirements are addressed in 1910.109. The employer must determine which rules apply to the actual activity. A construction project and an explosives manufacturing operation do not have identical requirements.
Federal explosives licensing and possession requirements are administered separately by ATF. Transportation can bring separate Department of Transportation duties. State and local requirements may also apply. A federal explosives license or permit does not override state or local law.
Online completion is a record of this knowledge component. It is not blaster qualification, an ATF license or permit, hazmat transportation qualification or approval of a blast plan. Specialized underground, underwater, manufacturing and other operations require additional technical review and instruction.
