Read the scope before applying the paragraph

Start with the industry, activity and jurisdiction. The same equipment can be used in construction, general industry or another sector with different requirements. Check the standard’s scope, application and definitions before applying a paragraph found in a search result.

Follow the full paragraph chain. A duty may depend on a definition, exception, table, incorporated reference or another section. Distinguish the regulation from a guidance page or interpretation letter. Interpretations explain particular questions and facts; they should not be generalized into a different situation without checking the fit.

Turn the requirement into a question that can be answered at the worksite. Identify who has the duty, what triggers it, what protection is required and what evidence demonstrates the arrangement. Use the current rule and applicable State Plan requirements. When the technical or jurisdictional question remains unresolved, obtain an appropriate review before relying on the proposed interpretation.

Before the task

  • Confirm sector, activity, jurisdiction and scope.
  • Read definitions, exceptions and cross-references together.
  • Describe the actual evidence needed to meet the duty.

Fictional work example

A supervisor finds a general-industry PPE provision while planning a construction job. The topic is relevant, but the applicable construction requirements still need to be identified.

Consider: What should be recorded before calling the requirement satisfied?

Compare your reasoning

Record the governing provision, its applicability to the work, the required arrangement and the evidence checked. A bookmarked paragraph alone does not establish implementation.
