Check the required assessment, not only the form name

A JSA or JHA is a way to examine a task, identify hazards and plan controls. Federal OSHA does not impose one universal requirement that every employer complete a document with that title for every job. Specific standards can require hazard assessments, written procedures, plans, permits, instruction or other records. State, client and contract requirements may add to that work.

Start by identifying the actual operation and applicable requirements. A JSA can organize the discussion, but its presence does not prove that the required assessment was performed or that its controls are installed. Check the permit, exposure assessment, equipment procedure or other specific evidence when that is what the job requires.

Bring workers into the analysis. Break the work into useful steps and examine how people, equipment, materials and nearby activities interact. Select controls, give them owners, and verify them at the location before the affected step starts. Review the analysis when the work changes or the crew identifies a condition the original plan missed.

Before the task

  • Identify the task-specific legal and client requirements.
  • Connect each hazard with a control and a person who verifies it.
  • Keep required permits and technical assessments distinct.

Fictional work example

A crew signs a generic excavation JSA. The form does not establish the soil classification, protective-system arrangement or competent-person inspection for the actual excavation.

Consider: What makes the JSA useful to the crew?

Compare your reasoning

It connects the real sequence, hazards and controls to verified site arrangements. Required technical decisions and records still need their own competent review.
