[Employer] shall identify and control hazardous materials transportation duties before a shipment is prepared or moved. Only trained and authorized people perform assigned functions, using verified classification, packaging, hazard communication, loading, emergency and security arrangements. Hold an uncertain, damaged or nonconforming shipment until a competent review resolves the concern; delivery pressure does not authorize an exception.
